Strategies to improve the efficiency of financial institutions?

I have run some numbers on my own and concluded that the more strict the regulations and restrictions are on banks and other financial institutions, the less efficiently those institutions run. I have also read some studies that confirm this. Yet, regulation is obviously necessary.

Therefore, the question becomes: in the US and other developed economies, could bank regulations be loosened without much collateral damage? Would it make more sense to regulate capital more strongly than the banks themselves?
