Recycling and waste management data

I’d like to compare pubic and private recycling and waste management activities. I’m not sure yet how to handle private company activity that is majority funded by public money, though—maybe I should make a third category. Mostly I’d like to compare efficacy. Which data sets or other resources should I be looking at?
