PISA Test Score Scaling Questions

The OECD’s Program for International Student Assessment compares student grades across several different countries. It also uses a latent regression branch of the Rasch model to scale test results from different countries. Is this the best method of scaling the test results? Should the results really be scaled at all, in your opinion?
