Neighborhood Disaster Preparedness and Insurance

I’m thinking of creating a disaster preparedness program for my neighborhood, similar to a neighborhood watch but for fires, blackouts, floods, etc. Do you have any advice or recommendations for me to create a public-access data management program like this? I also have the idea that this could be used for insurance underwriting or to confirm that every family’s current disaster insurance is fair. Can I start building that right away?
