Hospital and clinic purchasing departments contact

I would like to have some contact data on the people involved in making purchases for clinics and hospitals. I’d especially like to have data on how these purchasers prefer to be contacts (e.g., who is all right with cold emailing?) Which data providers should I be looking at?
