Bitcoin/Blockchain/DeFi Regulations?

I know there are some private groups making their own “protocols” which I suppose these are as close as we come to regulations. Is there a central set of protocols? How do newcomers to blockchain-based financial systems ensure they operate within a system whose regulations/protocols stay fair or favorable?
